Digital Transformation of the Serbian Ministry of Justice through implementation of Digital Archive System

Client

The Ministry of Justice oversees the functioning of the judiciary, prosecution services, legislative operations, and legal documentation across the Republic of Serbia. Managing vast volumes of critical documentation, the Ministry required a comprehensive transformation of its archival infrastructure to meet the demands of digital governance and regulatory compliance.

Project Scope and Implementation

1. Initial Assessment and Strategic Planning

  • Conducted a comprehensive audit of existing records across all Ministry departments.

  • Developed a centralised metadata structure and archival taxonomy, in accordance with Serbian public administration guidelines and EU digital standards.

2. Digitisation and Document Indexing

  • Executed the digitisation of over 21 kilometres of physical documents, converting legacy files into structured, searchable digital formats.

  • Applied advanced OCR and metadata tagging protocols to ensure precision, consistency, and full retrievability.

3. Platform Deployment

Deployed Digital Archive System, offering:

  • Centralised digital access with role-based user control.

  • Full audit logging, version control, and document lifecycle management.

  • Automated workflows for classification, archiving, and retrieval.

4. Integration and Security

  • Seamlessly integrated the DAS platform with the Ministry’s internal IT infrastructure, including Active Directory and internal databases.

  • Established strong encryption standards, secure access protocols, and disaster recovery mechanisms to meet public sector information security requirements.

5. Training and Change Management

  • Delivered tailored training sessions to more than 50 administrative and legal personnel.

  • Supplied full technical documentation and post-deployment support to ensure long-term internal capability and adoption.

Results and Impact

  • Complete digitalisation of 21 km of physical documentation, significantly reducing space requirements and storage costs.

  • Reduction in document retrieval time by over 85%, enabling faster and more efficient decision-making across departments.
